What do these marks say?

Hi Peter, thanks for your info about my vases. I got better pics of the marks to see if you could tell what they say.

They are not marks proper.
Oddly, it seems they are in Japanese. The top two characters mean "special permit", which in Japanese means "patent". The second row appears to be a registration number, while the next seems to be a name.

Nothing directly to do with the age of the item. I didn't even think of it being Japanese, but it could be. They used to copy Chinese porcelain.
