I'm afraid that is next to impossible. The reign marks do not help and with modern exports probably no one knows who produces what.
The number of producers/kilns in China is huge.

The dark color on the vase is actually a dark cobalt blue, not black.

The hounds and hunter on a horse made us think it might have been made to in China for export to England.

You state you think it may be recent.....might you be able to narrow it down some? Do you think it was made in the 1960s, 1980s, last year, etc.?

Hello,
This is an European vase. No matter whether it was made in China, the shape, and the decoration of black and gilt, etc. all are typically European.
No idea what the figures at the neck depict.

The only that might give a Chinese appearance is the pictured subject (cannot see the details as the image is too small, though) plus the spurious Qianlong reign mark.
These would probably mean that the vase was made to European taste for export, and it looks pretty recent.
