Thanks for the additional pictures, Leonard.
The details of the decoration look European. This includes the painting style

Although I can see that the idea of the rim band is probably taken from Chinese decorations, it is executed in a completely different manner.
The foot rim also does not look Chinese.

The "mark" could be the character for "small", but it could as well be a % character.
All in all, I would say it is either European or Japanese (modern).

Two handled tea cup

Hi I have a set of India Tree dishes, I have seen them in the antique shops, they come in all kinds of color, they are made in England and the maker is Spode, the india tree dishes are red in color, but I am sure you will find your color when you do a search under spode dinnerware.

From these pictures it looks as if it were modern Chinese. But, could probably also be Japanese or other. Would need closeup of some details, especially the interior rim band. The mark may or may not help. Rather "not" if it is Chinese, but at least it is a piece of information.
