Guangxu is more likely, but I cannot tell for sure if it IS Guangxu or early republic. The work is often the same.

Not imperial and not Qianlong in my view.
The foot rim is not right for Qianlong. It had a different shape then.
The scales are painted in the manner they would have painted late Qing dynasty and early republic. Again, they should be different for Qianlong period items, that is not painted with cross lines, but individually.
Towards the end of the Qing dynasty the rule that the dragon should not have five claws except for palace use was not enforced anymore.

The mark looks good and the gilt is the color used earlier, but these are insufficient to overturn the foot rim and scale issue, I'm afraid. The mark is probably apocryphal.

Nevertheless, this is a very nice and finely painted item.

Hi,
Can you upload detailed pictures of dragon(scales, head and tip of tail clearly visible), the mark, the foot and foot rim should be shown with good resolution, and also the plate rim.

If necessary, you can upload to an outside picture site and post the link.
