Yes Yumei, actually "Naruo" a frequently occurring Japanese name.　It occurs as place name as well as a personal/family name, and as such could also be a factory name.
Not sure which it is in this case.

Or actually, it says ming wei. Ming means birds' singing, wei means tail. It could be someone's name in Japanese. Japanese uses some Chinese characters.

It means bird tail. It could be Japanese or Chinese since Japanese uses some of the Chinese characters too.
