GOLD CASTLE, Condiment dish?

Found this at a thrift store yesterday. The blue mark is quite smeared but I was able to decipher it and it says "GOLD CASTLE, HAND PAINTED, CHIKUSA, MADE IN JAPAN" and features a picture of a pagoda. I wasn't able to capture a good picture of the mark yet. I think it might be some kind of condiment dish, perhaps missing individual cups. Help!
