blue an white miniature vase

hell'o all/
dave from phila.pa I have this miniature blue an white vase no marks on the footer however I do have impress mark at the base part of the vase it looks like a man with a circle around him,and all kinds of calligraphy writing,it looks hand painted and it seems to be porcelain however Im having some what of a time trying to find out what the mark and the calligraphy,means could someone help me out with this plase find
pictures attch.also it has a few rust spots
