It seems all the items that you are inquiring about come from XUPES website (Antique dealer)with almost the same pictures.

Could be Chinese export porcelain.
If the foot rim is straight up, both on the outside and inside, then it is likely 19th century. If the outside is at an angle (oblique), then it is likely 18th century.
