I use a torch light to shine outside bowl and can see design inside. Is this bowl genuine and what year is "from?

The inscriptions and decorations indicate it is used as a wedding gift, with an apocryphal Qianlong seal. Not very old and I don't think it can be characterized as high end.

No, it is new... we cannot tell the exact date of manufacture with any Chinese items.

Depends what you mean with genuine.
This item is a genuine new item and not a fake antique.
Many porcelain items, new and old, are semi-transparent.
