Vase Identification

I have already posted two photos of the bottom of this vase, one being a close-up of the mark.

Here are photos of the vase itself.

We can't figure out what the raised applied pieces around the shoulder of the vase represent. Any ideas?

This is a photo of the bottom of a vase as well as a close-up view of the mark itself.

I will post photos of the vase itself once I finish removing some surface dirt.

Can you tell me anything about the mark? Age, etc.?
