Tongzhi vase?

Hello again Peter and everyone. I was told this vase is an authentic Tongzhi. I can't read the marks so I hope you can help tell me what it says.. and if it is a Tongzhi. It is in nice shape except for the crack at the top. There is a bit of smudging of blue too at the writing.. I have seen that on other questionable pieces
