Hello, As you said it is from China. Although I have seen similar items before, I have no idea what it is. I'm afraid it is impossible to tell its age because it is crudely made and may look old while it is not. I do not think this has any collecting value.
My guess is that it has been made for use on a house altar either as a pair, or alone for holding incense sticks.
