Question about an interesting bowl

Hello,
I have recently bought this very cute painted bowl: it is well blue painted also all around and even the mark in the bottom is beautifully written: I would like to know something more about it and possibly the meaning of the mark.
Then, since it is arrived seriously broken, I tried a fast restore but I would like to know if it worths a professional one.

If you could upload some closeup (partial) pictures of the decoration in a new submission... it might be possible to see more.

The first impression is that it is at least partially transfer printed, but the pictures are too small.
You have to look at some details which are repeated in the decoration. Check if you find a detail that is repeated all over is exactly the same in two or more places. With hand painted wares there must be minor differences.
The gold fish, for example, look as if they were 20th century to me.
