hey there,
this is definitely a chinese piece of art/porcelain. it is indeed a candle stand but definitely is a reproduction item.anyway, the mark is from qianlong reign and the porcelain show no signs of age. with the unglazed and dirty/black or dark bottom surface, it always show the product is actualy not from that period of time.

porcelain candle holder?

Hello,
Looks like a candle holder to me, but the picture is too small to be sure. If you have a not too deep hole at the top, it probably is.
I tried to enlarge the picture somewhat and it looks rather new to me. I never heard of Russian influenced porcelain designs in Chinese porcelain, but anyway, the color and decoration appears to be more recent.
If you upload a close up picture of the children's faces and the bottom it would be possible to make sure.
