Plate and mark

My mom has this plate. Is there anything you can tell me about it. I'm resubmitting with a better picture.

In my view this is a 20th century item with a spurious Qianlong mark.
With these pictures it is difficult to tell from when in the 20th c. it is, but probably rather in the second half.
