I'm not sure about the reading as many Japanese personal and place names can be read differently. That depends on the person or location.

Hello,
What you have is a Japanese mark.

This mark was used by one of the producers associated with the Arita kiln.
Apparently the mark was used for export porcelain starting 1856. That means your item could be late Edo period, or later.
