Mark On Large Oval Dragon & Phoenix Porcelain Plate

Hi,
It looks pretty new and I suspect it was maybe a restaurant ware. The marks is painted but appears quite recent. Just curious what does it say.

This is clearly printed. New wares have little collecting value, I'm afraid.
