large plate or charger

I recently purchased a B&w that looks like a charger at a goodwill. I don't know the origin but it has 3 rings on the bottom and the design is flowers and phoenix birds, the edge on back has flowers that almost looks like a pineapple the blues are dark and the white has a touch of blue in it. I am sending 3 photos.
