I think this type of items are referred to as Canton enamel on copper base. I am not certain how to judge the ages of these items, sorry. But I know some of these can date as far back as Qing dynasty Yongzheng period at least.

Is it porcelain? The style of the bottom looks more like if it were enamel on a brass base.
Anyway, this is probably relatively recent. The painted decoration looks more like something that is only a couple of decades old, or newer. Sorry, I don't know much about the "younger" wares.
