Help identifying and dating this piece of poreclain & brass

I purchased this unique ? whatever it is at a yardsale. It appears handpainted. I am not sure if the frame is brass or bronze, but guessing brass?

A very pretty item with some crazing, but I have no idea who made it or how old it is...Heck, I'm not sure what it was meant for other than decor.

It is very ornate and approx. 7" around, with the dish being approx. 1 1/2 " deep.

The porcelain is very thick and heavy as is the whole piece with the metal working. There is some crazing around the edges and the back shows signs of age/wear.

Can you tell me where it came from, who made it and the contents?

I'm also interested in the additional marks along the side that appear to be 3 z's. or possibly 3 twos?

Hi, the metal fittings were probably made elsewhere, therefore it cannot help with the porcelain item identification.
The painting style is western. The mark reads "Huarongtang-zhi" (made by Huarongtang). This is likely a mark from Hong Kong; not sure though...as it is a more recent mark. Second half of 20th century, I would say.
