Help identify Porcelain Piece

Hello I am needing help on this pottery piece. I believe it is a vase. It is marked on the inside on the vase. It has hand painted and enamled butterflies all over the piece.

porcelain stand?

In my view this is a stand for something. That means your pictures show the item upside down. The decoration pattern at the very top of the item, in your pictures, is usually at the bottom.
Perhaps twenty or thirty years old, at the most, I would assume.
I cannot read the characters in the mark.
