Decoration, bottom and mark all look Japanese.
Has some age. Perhaps Taisho or Meiji era.
Unfortunately, that is all I can tell you.
The right half of the mark reads "Wagu", but the left seems to be half of a character only. Due to this peculiarity I cannot know what it is.
Perhaps another visitor knows.
