Yellow vase with blue flowers

I have a Yellow Vase with royal blue flowers and I can't seem to find out anything about it. Can anyone tell me the approximate date and what province it was made in. It also has a hand painted number on the bottom which looks like a "13" or something ending in a 3. Please see the pictures of the vase and it is

Dating Chinese porcelain exactly is almost possible. Please see marks section.
The only that can be said from these pictures is that this is 20th century.

Pictures are too dark to identify colors, too small (insufficient resolution) to see any details. But the style of the flowers shows it is 20th century. Any marks or markings not in Chinese (e.g. numbers) and off-center mean that the item is probably second half of 20th century at the most.

Vases of this type are most likely made in Jingdezhen.
