Date of Kuan Yin Statue & Mark identification

Would like to know if this statue is old or new and if anyone can tell me what the writing on the side says and ID the marks on bottom?

Hi, I cannot read the marks, but the inscription on the plate gives the year of its making: 1998

The year is given according to the cyclic calendar. As the characters are written in Simplified Chinese, which were used after the fifities, the only date that fits is 1998. All earlier dates would have to be in Traditional Chinese.
