Per your comments on my first entry, I am attaching more pictures. It does seem like a wash basin, its about 14" wide and very deep. The colors are very bright, and the thickness of enamel is uneven, and there is quite a bit of gilt. I took one picture of a chip on the edge in case you could tell thickness from that.

Hi again. From these pictures it looks as if it was printed. This again means that it was probably made in the second half of the 20th century.
It looks exactly like a similar printed plate I have.
