The design appears to be very similar to min yao in the Chinese kilns of the Qing Dynasty under the Guangxu reign from pictures I found. The Porcelain is irregular appears hand made.

Hello Nathan,

The mark is upside down. I'm quite sure this is not a Qing dynasty mark. Such red pictorial marks only became popular in the 20th century, and rather in the second half.
If you upload a picture of the item, it may help to make sure.

The characters on the mark say "Lairong Zhizao" (Made by Lairong).
