Hello Irene,
I have never seen a pattern similar to this. The hand painting seems to indicate it is Chinese, but I wonder why cup and plate have different marks. And, is that an "M" above the CHINA? If you have a dragon, always provide a close-up of the dragon. The head and claws mostly may provide some hints.
The type of mark means that it must be made past 1890. My guess is until about 1930s. But, this is just a guess taking the painting style into consideration. It can be younger if the style was imitated, but the wear on handle, etc. makes it unlikely to be very recent.
Anyway nice items.
Without a hands on check I cannot tell you more, as I never saw a similar pattern before.

You can try asianart.com, but not sure if they can help. If you are collecting Chinese porcelain, I would also think it might be worthwhile to pay the one-year membership on gotheborg.com. There will be more people with interest in different subjects and more experience with different styles of export porcelain in that forum. As I am located in the Far East I tend to know less about these. (It is not allowed to ask about value there, though.) You can also check out their marks section which has a large number of 20th century marks.

All in all, while I have some idea what it COULD be, I would rather refrain from telling you, lest I be wrong. Just check carefully. It could be worth the while...
