I don't think it is old because the condition is very good.

The words on the bottom refer to an animal museum or perhaps zoo. It could be the name of the place where it was purchased. I'm not sure if it is Japanese or Chinese though.

The plate is too new to allow distinguishing its origin from the decoration.
Both Chinese or Japanese are possible. Only someone who actually knows this specific product type can tell, I'm afraid.
