Hello,
I don't know any mark written "WIB".
Generally said, the only Chinese marks without Chinese characters were variations of "China", from the 1880s into the early 20th century, and later "Made in China". All later marks were either bilingual or only Chinese.
If you are sure the item is Chinese, it is probably a modern factory product.
