I have it for a while.

It is 5.5" high
3.25"wide

Brass base, handles and neck

No marks

it seems it is made out of glass and lots of wires to put together!

I can't help much with this. This is not porcelain. Basically, this is an enamelled brass vase.
The vase is made of brass, then the wires are put on to form the decoration, at last the areas between the wires are filled with enamel.
That is all I know about this.
