bowl dug from victorian tip

this bowl was dug some years ago by my brother ,i use it to place pots of herbs in on the window .not sure if its english or foreign/chinese .its hand painted i looked through an eyeglass ,there are no marks which you would expect from english makers ,that were hand decorated .it is very pretty and the bottom has the willow randomly painted ,thank you

Hi Annette,
This is transfer printed, so it cannot be Chinese. Chinese transfer printed porcelain is mostly from the 20th century, later than that from Japan or Europe.
It could be Japanese, but the rim form looks more like European to me.
