Yes, seems to be transfer printed. The pictures are too small to say what it is.
Basically, to my knowledge transfer printing was created in the 17th century in Europe (in Britain, I believe). Japanese transfer printing is known to me from the 19th century, and China started using it probably not before the second quarter of the 20th century. But it was apparently never widely used with Chinese porcelain. So, chances are you have something European or Japanese.

If you could upload two or three closeup pictures of the decoration, it might be possible to get an idea what it is. Even if the decoration content looks Chinese, it still could be European "chinoiserie" (copies of Chinese motifs) or Japanese .
