Plates of this type are quite common and known or owned by many collectors. You can find pictures of the real thing at the website of Nanhai Marine Archaeology.
The current one is a simplified copy which apparently was not painted in China. The same is valid for the underside decoration. In other words, they are more recent fakes.

wondering what indicates this is not 17th...

I was wondering what the indicators are that make it so clear to you that it is not 17th century. For instance, there are rust marks so that is a sign of age. It would help a lot if you could explain what makes it more recent than 17 century.

This is the same with the other one. Also a very simplicist imitation of a certain Chinese decoration, both back and front.
