Hello,
This plate is either Japanese or modern Chinese.
It cannot be antique Chinese. The decoration around the rim is virtually impossible with antique Chinese porcelain.
However, there is a possibility that it is Japanese, but I am not sure as I am specialized on Chinese porcelain.
You could ask on asianart.com to see if someone recognizes it as Japanese. They have forum members specialized on Japanese ceramics.

Anyway, the work of the plate is of good quality and I would think it has collecting value even if it were not antique, due to its beautiful hand painting.
